The core mission of Emergency By Design is based on two principles.

First, we exist to change outcomes. Any emergency organization should exist, should function, in such a way that the fact you responded enabled the outcome to be better than if you did not respond at all. The impact of an emergency on life, property, and the environment should be minimized or controlled because of how your emergency team responded. This is from the personnel on the fire hose all the way to the senior managers at the Emergency Operations Center.

Second, we must challenge companies and their emergency organizations with a basic question: how big do you want your emergency (fire, release, or spill) to be? Whether we do it intentionally or unintentionally, we design the level of an emergency or loss we are willing to accept. Loss can be defined in many ways but include direct property damage and replacement, business interruption, damage to reputation, and decline in shareholder value. Risk tolerance helps define loss thresholds but generally should be minimized. This process can be complex and require a comprehensive approach to ensure that the emergency organization is competent and effective and that the company is organized, efficient, and resilient in its response.
